Summary
The authorities have proposed to merge the fishing permit groups cod trawlers and saithe trawlers to simplify the Norwegian quota system. This report describes the historic development of the saithe trawlers and their harvesting and landing patterns. Different models for quota factor allocation when merging the groups are described.
